當全球人口老化成為一種新的社會趨勢與潮流，跨國組織亦開始注意到相關議題，聯合國早於1991年便提出了 老化綱領 (Proclamation on Aging)，揭示老人應該擁有的 獨立、參與、照顧、自我實現、尊嚴 五大原則項目，隨後更將1999年訂為 國際老人年 ，期待全世界將來能走向 接納所有年齡層的社會。 世界衛生組織進而在2005年提出 高齡友善城市 之理念，期望結合原先的積極與活躍老化的概念，並建構在健康城市的組織與架構上，由高齡友善的定義 藉由政策、服務、配置與設施，可以支持與促進活躍老化 來看，老人的照護更強調老人的積極、參與及主控等特性。 依據內政部人口資料指出，至103年底本縣總人口數為458,777人，而其中65歲以上的老年人口數為63,438人，佔總人口數的13.83%，相較於台灣地區的老年人口比11.99%本縣高出了1.84%，顯示本縣高齡化問題日趨嚴重。 提供高齡者健康、參與及安全的環境，創造 心境不老 、 夢想不老 、 行動不老 之核心價值，更全方面推動 幸福城市 的理念，期盼提升全體縣民的幸福指數。 更新日期 2016-07-26 瀏覽人數 30468.

高齡友善城市社區化- 老來寶健康促進家園 溪北首站 順和站揭牌(打斗四體驗). 隨著醫療衛生資源豐沛與發達，高齡化社會成為未來趨勢及面臨的問題，至104年3月底，本縣總人口數為458,370人，65歲以上的老年人口數為64,002人，佔總人口數的13.96%，成為全國老化指數排名第九名之城市，顯示高齡化問題日趨嚴重。 為具體落實健康老化及在地老化，本縣於103年，以長者所在的社區為服務據點，推展 老來寶健康促進家園站 ，透過以社區發展協會、衛生促進會等組織，結合社區總體營造、社區關懷據點、長青食堂、日間照護中心、失智症照護服務、不老診所等不同方案，將社區營造成一個符合 老人友善城市 八大面向的健康社區 讓長輩們在這樣的社區中生活，飲食、健康、娛樂、體適能等都有人照應，又居住在熟悉的環境，即使子女在外地工作打拚也可以放心，達到在地健康老化的政策目標，而縣政府103年9月於三星鄉尾塹社區，建立了第一個 老來寶健康促進家園站 ，初步實現這個理想。 更新日期 2016-07-26 瀏覽人數 30467. 地址 宜蘭縣女中路二段287號 電話 03-9322634 聯絡我們.
