Social accountability was successfully introduced as a concept in Ethiopia in 2006 through a pilot program. The Ethiopia Social Accountability Program 2 has a countrywide scope and articulates the needs and concerns of citizens regarding their access to education, health, water and sanitation, agriculture and rural roads. Working through civil society organisations, the program opens up channels of communication between citizens and the responsible government bodies and public service providers.

The Ethiopia Social Accountability Program Phase 2 (ESAP-2) is part of the Promotion of Basic Services program (PBS), which is implemented by the Government at regional, woreda and kebele levels. Financed through a World Bank -managed multi-donor trust fund, ESAP-2 is guided and supervised by a steering committee formed of representatives of the government, civil society and development partners.
