Library Network and JLC. You are eligible to get a MatSu Network library card free of charge if you:. Are a MatSu resident, or own property in the Borough. Are over 18. (If you are under 18 you will need your parent or legal guardian to come in and sign for you.). Library cards cannot be issued the last 30 minutes before the library closes each day. What you need to bring in. Your Government-issued picture ID. We no longer require proof of address; however, you must have a physical address in the Borough.
