Skip to main content. The two most important ways in which federal and state governments help students afford college are the Minnesota State Grant and the Federal Pell Grant. These grants do not have to be paid back. Through these programs, we invest in our future workforce. These programs:. Increase college enrollment among low-income students, as well as the odds that they’ll stay in school and graduate on-time. Improve learning by allowing more study time, by reducing work time.
